Labour Law in Oman

Oman’s labour framework is governed by Royal Decree No. 53/2023, which replaced the older 2003 law and introduced comprehensive updates to employment regulation. The new law strengthens employee protections, modernizes dispute procedures, and aligns more closely with international labour standards.

The Ministry of Labour is responsible for policy enforcement, work permits, inspections, and Omanisation initiatives. The law applies to private sector employment and mandates written contracts, a maximum 45-hour workweek, structured leave entitlements, and clear rules for termination and compensation.

A separate Social Protection Law (Royal Decree No. 52/2023) establishes a new unified system for pensions, unemployment, maternity, and other benefits, currently in phased implementation for Omani citizens.

Domestic workers remain excluded from the main labour law and are governed by separate, less comprehensive regulations.

While Oman’s legal reforms mark significant progress, enforcement gaps may persist in lower-wage sectors and among foreign labour, who remain dependent on employer sponsorship for residency and work.
